No. A bad grade means simply that your school list isn't balanced and needs work.
For example, say you have perfect test scores and a 4.0 GPA and your list consists of 7 Ivy League schools. College Kickstart will give your list a D-. Does that mean you have no chance of getting into these schools? Absolutely not. What it does mean is that your list is extremely unbalanced—in this case, its overly aggressive because you have 7 reach schools and no likelies or targets to balance out the list.
